Perapsis and Apoapsis Change with no engine/thruster inputs

I'm in orbit around minmus and my PE and AP are changing by themselves. It happens rather rapidly causing a decaying orbit and eventual crash into the surface. anyone else had this issue?

If I raise orbit to above 30km, the issue goes away
