Are quality pre-sets working?

Changing to one of the three quality presents doesn't appear to visually adjust any of the other settings, despite the tooltip saying it does?

Changing only these settings, I notice no impact to in-game performance, so I assume all other options need to be manually adjusted?

After closing and re-opening the menu the other settings do change, so I think it is working and it is just a visual bug

After launching the game a second time and using the menu before going into a save, it appears these do work as intended visually

A minute or so later they don't change visually again
