the fuel/engines part is 100t but the payload is only 11t, I also got there 3 x advanced inline stabilizer. For control I have a Probodobodyne OKTO right over the booster

Your CoA is behind your CoG, but only marginally, and you have a lot of craft above that with a flared fairing.

Use more, bigger fins

Also check your torque to see if it's unbalanced

Not sure what CoA or CoG is, but your Center of Drag is actually above your Center of Mass. The vab shows a center of "lift" that usually approximates center of drag pretty well until you start throwing on large fairings and odd shapes. More fins on the bottom should help, but might not be enough.

CoA is Center of Aerodynamics. Is the center of lift different from the center of drag?
