This is an excellent feature that finally gives us a way to generate Treasure Fleets without settling/warring. However, it is arbitrarily gated behind a Diplo City-State bonus, as a result only one player in the match can access this feature.
I suggest it should be available to all players somewhere in the Civic tree (Diplomatic Service? Imperialism?) and the City-State bonus could maybe be renamed "Gunboat Diplomacy" and enhance Demand Tribute to be faster or give more points.

While we are on the topic, a friendly version ("Treasure Purchase"?), usable with Allies which gives the target Gold before spawning the Treasure Fleet would similarly be nice to have.

I'm not entirely sure I agree. I think Legacy Paths "shine" the best when they encourage competition between the civs. Paths that can be "progressed" alone/by yourself should be, at most, one per age - and the exploration age has such path in the Enlightment path (Science) where you basically just have to develop your settlements nicely

If we all get simpler ways to progress the economic path, then it becomes another path that we can all just sit back, relax, spam gold or actions and such and win. I feel like the city state action is cool because it gives one more shot, but if you can't explore and settle distant lands, you can't war for distant lands settlements, you can't pirate treasure convoys (remember, that's also an option) and you can't compete for one or two city-states, then perhaps you shouldn't or doesn't have to do the economic legacy path

I know this legacy path has been facing a lot of controversy since launch, and I agree to some of it, but personally it is one of my favorite paths exactly because of how fiercely competitive it is 😂 maybe I'm just an odd duck, sorry. But I don't want to see its nice idea "ruined" by making it easy and accessible every game
