6 months in, and the AI still can't build unique quarters. Literally every game they are building their unique buildings in two different tiles. They don't build anything else in them.
Please fix. This doesn't seem like it should be that hard. They are building the buildings. They just build them in two different tiles with nothing else.

I find that the AI tends to build whatever it can where ever it can. It's probably that the first building gets unlocked, they have a quarter with an open building slot, and they choose to build it there because it's open. When the second building gets unlocked, they place it elsewhere because it needs to be placed down somewhere.
