When the opponent rejects a peace deal that does not require a settlement exchange you should get a war weariness bonus cuz ya tried to end it for feee and they said no.

This would be abusable as you could spam peace offers in a losing war. I'd rather have a more expansive peace deal rework that alleviates the “never ending war” issue by letting us request or give smaller concessions than just settlements

I like that as well. But you could stop the spamming of peace offers somehow I would imagine and I think the weariness penalties are too high especially when one of the victory conditions is war related
