So the relationship loss is automatically applied to both leaders when one of them does a grievance against the other

But maybe that city state wasnt as important to me

Why would he dislike my nation after he won the race, but not care when Im trying to beat him during the race?

Let us choose if we care about these things or not, dont make it automatic hostility

There's no "they got mad" vs "I got mad". It's a symmetric system where aggressive things deteriorate the relationship and friendly ones improve it. Notably it also functions exactly the same way when both players are humans

The only asymmetrical part is the diplomatic incident system. You will often get a bunch of influence when it's someone else's fault that your relations went down. you could use that influence to start a diplomatic endeavour with him to show the world you're still friends, or you could double down and use it to denounce him. Or, just completely ignore the incident and use it for some other thing
