Oof that's a frustrating issue, but this is not the appropriate place for bug reports.
Please submit this info as a Bug Report via the link in #civ7-bug-reports-and-help so the appropriate team can investigate and fix

The feedback forum gets periodically reviewed by staff, and ideas are summarized and brought to the Design to potentially get included into future plans for the game.

Whereas filing a Bug Report on the 2K Support portal creates a tracking ticket, is guaranteed to be seen/handled by 2K support staff, who will then go through checklist to make sure all the relevant details are gathered before they can then hand it over to QA/Dev teams to investigate, triage, and fix.

Actually on further thought, because this is a compatibility issue with a save file from before the patch, maybe don't bother filing a bug report because I think they're not going to fix compatibility issues with previous save files.

Instead they've given instructions on how to load up previous patch (beta branch) in order to finish out an existing game if you encounter compatibility issues

okay, that's definitely a helpful data point. And yeah, if you can get the issue to reproduce without mods, then that is something to file a Bug Report about.
And yes, I realize that mod-less is a little awkward for multiplayer since there are traditional multiplayer mods like BBG, but if you can verify the issue is/isn't related to mods then that provides really helpful data point and indicates who to hand off the issue to investigate and fix (2K/Firaxis OR mod authors)
