#Better Highlighting Civs/Leaders that "Break/Bend" general Gameplay Mechanics

I really appreciate Leaders and Civs that are "rule breakers", they provide unique playing experiences and greatly expand the replayability of the game.

However one key challange to including "rule breakers" in a game like Civ is it can be confusing for both:

  • new players, who try out this leader/civ but don't realize it's "breaking rules" and so they become confused about and possibly mislearn some aspects of the core game mechanics
    • example: a player who starts with Himiko, Queen of Wa (who allows Supporting endeavors for free instead of paying an influence cost)
  • more experienced players who don't "do their homework" (i.e. reading the civ's abilities, and looking over their civ's civic tree), and then are confused when the game doesn't work the way they've grown to expect (and in some cases think it's a bug)
    • example: Carthage's limitation to only 1 city

Suggestion(s):

  • on the leader/civ picker screen put some form of an "asterisk" or visual call-out indicating that this choice breaks one-or-more rules
    • thus providing a warning that a might not be a good choice for a new player
    • and an indictor to experienced players to turn-off mental auto-pilot
  • maybe having a little explanation box briefly summarizing what/how rules are being broken?
    • include this explanation box on the picker screen
    • on the loading screen
    • and maybe in a tutorial/advisor pop-up on turn 1? (and/or some other more appropriate time)

Not an exhaustive list, but here's some examples I'm aware of:

Leaders:

  • Himiko, Queen of Wa, can support endeavors for free
  • Augustus, can purchase culture buildings in towns

Civs:

  • Carthage, limited to 1 city
  • Songhai, can generate TF points in homelands from settlements adjacent to Navigable Rivers
  • Mongolia, has different Military Legacy Path, generates points from conquering homelands (instead of DL and religion)
  • American, Prospector can claim nearby resource tiles outside of the settlement (within a certain number of tiles)
  • Nepalese, Sherpa can claim mountain tiles outside of the settlement (within a certain number of tiles)

The civ with 2 pantheons (Maurya?) really threw me. Think it just auto selected the 2nd one
