It would be really helpful if civilian units and commanders could be attached to military units as was possible in Civ VI. I keep accidentally leaving my commanders behind when I move my units, and I'd like to be able to attach military units to my settlers as well even though settlers aren't as easy to kill now.

Yea on the civilian units to military units or commanders.
I guess since they can stack, commanders and military clipping would also make sense but then you have a weird commander army with an extra unit attached and that just feels wrong.
