Liberating cities

I miss being able take back city captured from an ally and being able to either give back to them or revive a city state if that’s what it was. My options now are only to raze it or keep it for myself.

I also miss liberating cities. Sometimes I just want to help my ally but I don't want their cities (especially with the soft limits imposed by the settlement cap/razing penalty). Liberating cities should count as conquering them for the military legend paths as well. Historically it makes sense as the US and allies liberated western Europe, restoring the France and the low countries (while the USSR chose to keep eastern Europe). And the US was the first to complete the game's victory conditions of developing an atomic weapon and thermonuclear weapon.
