Thematically, it is bizarre that the Incan leader is anti-synergistic with the Inca civilization. Both are pretty low tier, and they are worse together than other combinations.

As I see it, there's a pretty quick fix and a much needed buff that you could do. What if Pachacuti counted unique improvements as if they were mountains? This would allow the terrace farm to act as a mountain. It would also give him a general buff to culture gain, which would be a nice edge to have. It would allow terrace farms to not count against Pachacuti's ability.

Alternatively, perhaps buildings should get a food adjacency for both rough terrain and mountains, and the specialist ability applies to buildings adjacent to either rough terrain or mountains. But that would be a much greater buff.

Finally, to break the game wide open in an interesting way, perhaps Pachacuti could settle on and build buildings on Mountains, with the drawback being that this would make mountains with buildings on them traversible to other civilization.

Pachacutec and Inca go well together

in the 2nd era had ~2k food and ~1k production for the empire

there are 3 main problems:

  1. 1 food for each mountain - in general strong, but not like other nations (in bbg maybe they added production, but it turned out imba, tail 9 9 on the 6th turn)
  2. just terrible map generation. Pachacutec must spawn so that almost all of its cities are in mountain ranges
  3. Incas themselves have terrible bonuses, BUT excellent traditions. 0.5 production and gold for each pop - very strong

That is, the idea is that with the help of Pachacutec you quickly grow, in the 2nd century production and gold are added for the population. And you sit without stats, but big and strong

Pachacuti and the Incas are a lot dependant of terrain and for now it's difficult to find a good location to really test it.
We can only hope that the "restart" button and more elaborated maps will help...
