I take your point that dumping treasure in the ocean is a bit weird, but I'll take that convenience over having to route multiple treasure fleets to the same one fishing quay (or royal dockyard) tile and having them all stop moving because they're getting in each other's way.
You could build multiple along the coast or make it so you could also unload on adjacent tiles
That would work yeah. And if the dumpable tiles could turn green when you select a treasure fleet (like the way railroads work), that'd be great too.
Honestly the way it is seems like the best way to go about it.
I like the Idea of the royal dockyards.
