When cities is in an outbreak and your city happiness gone down to the negative the game will keep asking you to dedication construction into the queue even if the city is in a rebellious state and won't be able to build or purchase anything. The game will force player to stay on that turn of the game unable to to pass the turn. Unless player press Shift + Enter (which I found out on Reddit thank you very much) make the game feel even less finish.

You can still build Wonders and Units, I believe. Plus Doctors if you're in the Exploration Age and have a Hospital there.

There lies the problem you can do whatever you want in other city but you can't do anything in the city with the outbreak no Plague doctor no repair no construction you just get stuck with the construction and not allow to pass the turn.
