Right now, if you want to pillage another player, you need to go full war on them.
But historically, some nation hired some free lancer to harass and pillage other nations without claiming the attack/pillage to keep good relation or at least to not worsen already bad relation.
I think the game lack this kind of units for the following reasons:
- This would add some action against some nations without the need to manage a full blown out war.
- You feel too much safe when you keep good relation with everybody and nobody is unfriendly at you.
To prevent the need to design new units into the game, this could be implemented via the civic tree, as a mastery or maybe two (one for Land and one for Naval).
Once unlocked there would be a button on the unit menu to turn them into either a Raider or a Buccaneer.
This would have the following effect:
- Reduce their strength by 5 because they are no longer officially supported by the nation.
- Their ownership would be hidden from other players.
- The unit is allowed to cross closed borders.
- The unit can pillage but the reward is only 50% because the unit keep half of the loot.
- When opponent kill one of these units, there is a % chance (that increase every time one of them is killed) that it will reveal ownership of the unit and give a new Denounce against the owner.
