Seems like it might be a lot of extra work, however, the "cross-reference" for tool-tips has helped me a lot in the past. might this be a good addition?
It seems to me that at least those with existing civilopedia items, would be a good start. you can always expand from there.

It's not a lot of work, it's a feature that has been around for at least 15 years (don't remember if Civ IV has it). It's the same with right clicking something to read it's civilopedia page, something that was a feature from the past 2 games that was gone either from laziness or incompetence.
