BUG: Settlements Not Connecting by Rail

I have multiple settlements all within land range but roads are not upgrading to rails. Even when using merchants to manually connect cities, roads are not becoming rails. Even after all settlements are connected by rail, they are not being recognized in economic legacy path.

Additionallyu, multiple coastal cities with both a port and rail, all on independent tiles, not acting as connected to capital

Additionally, units on a settlement with visible rails, are not able to "travel by rails". The option is greyed out.

This also applies to settlements with rails, captured from another civ.
