when is Survival Tactics useless

I pretty much run Survival Tactics and RoS baseline, but its got we wondering if sometimes there's no point in using it. I guess what im not aware of is what craven is capable of taking off without the use of ST? i feel like into other hunters it might be a bit wasted? but will craven alone clear Maledict and/or Mindgames? When do you absolutely not need to run ST? obviously its very good into teams with heavy one shot potential like the hunt or chaos bolt
