i have multiple questions, one of them is how to find way to optimize your talents, rotation and gear? every website says differing things (wowhead, archon gg, icy veins), simulationcraft gave me bad gear last season, pawn is recommending different bad gear. i can't decide if the reason i'm doing tank dmg is because bad talent and rotation , lack of enchants and flask and gems, or just I keep inviting too strong people? last season apparently my gear was okay but during all of the time i was ridiculed for bad gear almost every third dungeon and it was frustrating, and see my dmg being lower than second place on details gives me anxiety. I try to use hekili (AoE) to help with rotation. not sure how to post logs, if anyone knows then instructions would be nice. I am so lost on what am I doing wrong,i keep asking friends what's the issue and they don't know either despite playing bm hunter too and being very good at it. so... help, WHAT THE HELL IS WRONG?

First of all, w/o seeing logs or gameplay footage, its straight impossible to say whats wrong with what you are doing. That being said I personally suck at reading m+ logs but maybe somebody else in disocrd is more capable of analyzing those.
You should be running either WH or IV guide talents, if there is differences between them they are very minor. I dislike Archon personally but even if you considered it valid source, it really isnt such early into tier.
Simming your gear trough raidbots is the way to determine which gear, that you own, is best to put on. It also has drop optimizer which can help you direct where to put your effort in farming new gear.
Hekili is supposedly pretty good and as such something which could help, I just personally think it wont teach you to really play the spec but to follow icons on your screen if that makes sense. IIf you got 2 screens, put rotation guide on 2nd one and go hit target dummies with the first one. Whenever you feel are confused what to press, you got easy place to look what you are supposed to do. That being said lot of ppl overfocus on openers, while good to do correctly, the main rotation is imo what you should hammer in your muscle memory. I can understand hitting dummies for a while can get boring/whatever but its really the best way to learn your rotation, another thing is moving it from dummies to real content where you got more things to focus on than just the rotation.

Thing is, I don't know how to post logs. About footage, I don't have recorder program or a place to upload 20-40 mins long video.
All 3 of the websites did disappoint on the past that's why I try to seek better alternatives. But of you say these are reliable resources then there is no need to search.
I don't bother farming purposely a specific piece of gear because afraid I will end up doing same dungeon over a hundred times only for the piece to drop in vault maybe 
or it just will never drop.
I mostly know rotation, that barbed shot and kill command are good friends of you. Multi shot is important too and if have nothing ready in that moment then cobra shot is the way. Hekili says the same things but it makes no difference if I follow it punctually so not entirely sure about that one.
Any rotation guide I see I go "wait THIS IS WHAT IM DOING ALREADY"
Last season I had solid gear with bis trinkets, wep and all, did what hekili told me to do even if it did not differ from how I have been playing for maybe years. I stole talents from one of the top bm hunters and I was still mid at best
And had the mostly right amount of stats too, forgot to mention

warcraftlogs have good guide on how to setup logging and w/o seeing something best I can do is guess at problems you might have

Kill command and barbed shot are important, but they are important because of their interaction with beastial wrath, which you didn’t mention
You need to be watching beastial wrath and press it every time it is available and use your barbed shots as smartly as possible to have beastial wrath come back
Some pulls you can have 100% uptime of bw when you do it right
Also multi doting so your bleeds trigger more beasts, which you also didn’t mention

I use beastial wrath anytime it's available and won't be wasted. Forgot to mention that, I also use hunter's mark and make sure to spread barbed shot between multiple targets.

… I mean do you die alot? That’s really also bad for your dps meter
Otherwise your dmg comes mostly from gear / Rota / talents / uptime
So if your gear and rota are👌🏻👌🏻 and you copied the talents maybe you need to press more? Do you press stuff when moving? Otherwise maybe deaths/time
