Can Cache of Vault Treasures (heroic) from mythic dungs weekly quest drop the bow if i have not kill raz on heroic yet?

Yes, it drops a random item from the raid, not considering which bosses you have or have not killed. I think only tier sets are not dropping from it. There is quite a popular clip from TimTheTatman who got a bow from his weekly quest pepthumb
