It's a bad idea to have a 5M start mode with no grace period. If a player has decided to troll someone, their game is simply ruined with no hope because you can't deal with someone spamming silos + atom bombs.
There should be a grace period of 1 minute where no nukes are allowed, but everything else is in the 5M gamemode.
