Possibly a little popup reminder with an explanation how in one of the corners if you haven't donated troops in the last minute or so; it could disappear forever once a player hides it a couple times, just to let players know its a possibility
Currently either people don't know you can send aid or they just don't care, making it more obvious that its a possibility and reminding them of it may help team games be less of a nuisance.

you need to open the information window about the country you clicked on and then click the icon with 3 white guys on it. afaik it will send your attack ratio to them if they have a space in their troop count
