I am not sure if I understand what you mean by locking troop counts, but I am not sure why it should prevent sending a second attack before the first finishes

Having the ability to set and lock troop counts to worker ratio and attack sizes, as well as making sure you can only send one attack at a time to a single opponent (cant attack again until the fist one finishes).
