i have EA linked with steam and the game bought what do i do??

Have you followed the steps for Steam players in #・online-registration ? We have a detailed step by step guide there.
Linking Steam and EA accounts doesn't do the trick, unfortunately. The game entitlements need to be added to your EA account, which requires proof of purchase from Steam and having an EA agent manually add those entitlements. Afterward you can create a Spore Screen name and log in. Alternatively, if you don't care about the Online features you can just skip the log in and play.

what are online features and if I play logged off will the game save in my logged in?

Playing online gives you access Sporepedia, a database of player made creatures and adventures ✨ Those creatures can populate your game rather than just using your creations and maxis-made creatures. You can absolutely play offline, just skip the log in!
Don't forget to save often since it won't save automatically

and now i have spoken with the ea agent guy and aperantly its supposed to be working if i boot it from the ea app but idk if it will work if i boot it from steam so could y'all tell me if yes?

Oh good stuff! Yes if they added the entitlements to your account you can just boot from Steam and log no problem - they have misinformation in their documentation.
Do NOT download it on EA if you have it already downloaded on Steam. Multiple copy downloads will cause the game to not launch correctly
