General rule of thumb for any server: If you want to be a moderator, don't immediately ask to be one.

The reason there aren't any Russian channels isn't because there's a shortage of Russians, it's because the mod team doesn't want to devote a lot of resources to moderate it. It's hard enough moderating the one language
