As I suspected, your graphics card doesn't meet the minimum requirements. Your 'NVIDIA GeForce GTX 1060 3GB' has 3GB of dedicated VRAM, but according to the FAQ, you need at least 6GB~~. You're also running a very high resolution for that amount of VRAM: 'Current Mode: 3840 x 2160 (32 bit) (60Hz)'. ~~https://discord.com/channels/128196211969753088/1230202916552446033

1.) Try lowering the resolution to 1080p aka 1920 x 1080 to see if the quality improves. Its Seems you have connected more then one Display to youre PC?
CintiqPro24P > Monitor for Drawing
HP 27xi > 1080p Monitor
LG GSM5B55 > 1080p Monitor
Every Monitor need some amount of VRAM.
2.) Consider getting a cheap second-hand graphics card, like a 3060 with perhaps 6GB of VRAM. You could also explore options from Intel, etc.
BUT BEWARE, since you have an OEM system from Dell, it's not guaranteed that every graphics card will work out of the box. It's sadly possible that the manufacturer's BIOS blocks graphics cards from the 'free' market. Check this with Dell or a local computer store.
