Summary of Issue :: I am getting constant flickering background while playing, the severity varies depending on what I am looking at but it is always there, the only way to get rid of it is to change the "Visual Effects" setting to "Epic"

Game Settings / Preset ::
- All set to Medium.
Steps to Reproduce ::
- start any game mode
- set "Visual Effects" to anything lower than "epic"
- Constant flickering
Expected Result ::
- Not to flicker
Actual Result ::
- flicker
Troubleshooting Steps Taken ::
- tried to reboot PC
- Windows up to date
- Nvidia drivers up to date.
- tried to change all visual settings. only one to make a difference is "Visual Effects"

That kind of flickering can happen due to conflicts with refresh rate too. Not sure why visual effects would be the thing that stops it though, especially as in that video, there is no major effects happening.

Hmm. i tried messing around with the frame rate settings. I've had it limited to 60 in NVIDIA control panel, and in game. Then removed the limit in the control panel / game. Doesn't seem to have any noticeable affect on the flickering.

Do you have Gsync? or similar feature enabled because variable refresh rates can cause problems if the game isn't optimised.
