I saw it was a byproduct of rubber, do I need to craft rubber to get it or do we need to craft something with the rubber to get the byproduct? Or do we need a certain tool to get it?

It means you can have one machine working on making Rubber from Tires and the other machine making Plastic from Rubber. And when your Rubber runs low, you can make Rubber from Resin as well.
