This is going to be a long explanation so bear with me:

Artifact have 2 numbers beside each perk right? The first no is static and will remain the same the second you can increase by artificing it.

The first value however can be improved, you can inherit values from another artifact with better stats into your main it happens in the very final tab, its mislabeled as Artifact Transfer however its should be called inheritance (if you press the info icon you can see this mentioned), you can find it when you hit modify on any artifact.

The 2nd last tab, the actual artifact transfer works like this :
3.1 You take your main perks and find another artifact with similar perks to begin transferring perks.
3.2 When you select your donor artifact you'll see the matching perks and in place of non matching perks you'll see random perks.
3.3 It however is not random, lets say for example, you have 2 artifact with 2 matching perks and if you proceed to transfer you have a 100% chance to transfer at least 1 non matching perk from the donor into the main artifact, and a 50/50 chance to transfer the second non matching perk.
3.4 Lets say for example you have a main artifact with perks as : A B C D
And a donor artifact with perks as : A B X Y
Then your resulting artifact can be :
3.4.1 - A B X Y
3.4.2 - A B X D
3.4.3 - A B C Y
- What's the diff between lv 80 and lv 90?
Ans: The base stats.
For instance, lv 80 has a maximum stats of 30 as base and 30 as artificing stat. However lv 90 is higher depending upon how many stars you have on it.
So long term you'd wanna aim to get a lv90 as it will give you a higher boost, but for the moment its sufficient to keep running lv80
