After logging in today after the update, neither trigger was responsive in Destiny Rising. Using Game Controller Tester shows that the Trigger Inputs are being recieved by MuMuPlayer, however in game they have no functionality, making the game unplayable.

As for my specific peripherals, I use a Razer Raiju Ultimate, which MuMu didn't like back when I first installed it and had completely incorrect bindings. I added MuMu as a non-steam game to steam and boot through steam, using it to convert the inputs into a traditional Xbox controller that Game Controller Tester registers as a Xiaomi Joystick

That was the issue yesterday and trust me just as frustrating. At least that issue had a resolution though (downgrade mumu). In this case, it doesn't matter which version of mumu you are on

The problem started approx. an hour earlier from the server maintenance, it's not a destiny rising problem but a mumu problem,
Netease updated mumu's controller operation scheme, it was automatically pushed via cloud, the new controller scheme is the culprit,
You can find info regarding the latest controller scheme update on mumu settings/controller/manage,
I've already contacted tech support via in game support and email,
But it would definitely help if any mod could also forward the issue to the dev team directly

No, they need to update the controller operation scheme.
If you click the controller at the top of mumu and then click manage you will see your current controller scheme. The cloud plan that everyone is on was updated today and appears to be broken
It's 4am in China right now, their support is asleep. They will probably fix by tomorrow is my guess

I have a fix. While in game, click the controller icon on the top bar of mumu, click manage under gamepad
Then press more, open file location.
Delete the 2 files and you will have working triggers again. Not sure if you need to do it every time you restart mumu, but I'm sure they will fix this soon anyways
Make a backup of the files if you are worried about deleting them

Ok there was an update on the controller scheme fixing the problem for good i hope, you still need to open controller settings and press refresh for the update to come through,
