Hello guys, I have question

I try to maximize my mythic artifact for my Ning Fei (currently it's at 67k power)
So, I was thinking if I did some refactor maybe I can get higher value like 55+55 with value 220 which is tier 10
I already refactor one of my mythic artifacts until 55+55 but all of them only tier 9 and tier 4 and I can't refactor again
I already farm around 1 hour to get a lot of mythic artifact but sometimes I only get 1 mythic artifact with 1 tier 1 stats (rest of them around tier 3-4)
so, any advice ? do I have to farm more to get what I want? because I'm still confused about attribute transfer too
people said If I level up my Artifact A, but I got Artifact B with better stats, I can transfer my Artifact A Value to Artifact B, but my Artifact A stats will be replaced by Artifact B but still don't know is there any connection with value on stats
and also, is refactor only can add more value of stats but can't maximize the value of those stats? like if you only get stats with 110 value and then max is around 150 with 55+55 for example, because its happened to me
