Some bait does say which fish "might like it" but the location of your fishing and rarity of the bait matters more. I don't think you can catch an exotic fish on gree, blue baits.
Rods just make fishing easier.
Also check which fish is where
Map > Target (instead of exploration) > (little hook) fishing is usually last in the list, clicking it will show you what possible fish and siluette/rarity of the ones you haven't cough yet.

Where do you use the bait spot items to increase bite chance? I don't see anything online and I can't find where to actually use them

i know about the archive for fish bit it doesn't tell you the favored bait of them unless you catch them like 3 times i was wanting to know so it would be easier to filter out the fish i need to catch
