I post my question here because I honestly don't know if this is a glitch or some other problem.
I'm trying to follow a LEVEL 12 quest and the POI is located in an Blackbeard "encounter level 6-10" sea region.
And for my surprise the island of the quest POI is surrounded by LEVEL 15 frigates!!! My character is level 10 (I didn't find any quest level 10-11 in order to help me level up; my last quest was level 9) and it is impossible to battle 3-4 level 15 frigates and have chance to win.
So the problem is a huge confusion of levels in the same place and the difficulty to win a fight against any enemy 2 levels above is very hard even in "easy" mode. To fight a sea battle against ships 5 levels (level 15 frigates against my ship that I assume is the same level of my character) above is nearly impossible (mostly because almost the time my ship have to battle 3-4 enemies).
I'm assuming this is some early access mistake or some "glitchy" organization of quest/region levels, idk. Also I'm playing solo, offline.
