Everytime when on a boat and like 1/6 times when on land. I have to manually boat there if i need to do stuff in that area, can you guys plz fix this

I have the exact same thing. Fast travelling into Tortuga will freeze the game often (but not always)
It can happen at other times as well, specifically when fast travelling but it is much more likely when doing so into Tortuga.

Music and ambience still plays though, but the game picture is sometimes frozen or black (char won't "open their eyes") and won't return.

Lower settings and or frame Gen. Even if your GPU is fine for it, the game is having issues looking perfect rn
