I completed the POI for this achievement item, but never got it, if my bags are full its just deleted? i have gone back to the site to see if it might be lying around its not here. There is no means of retrieval?

Yep, cleared the statue but the whistle did not drop for me.

Agreed. I completed the quest but did not get the Boar Whistle drop. Some people say this can happen if you had a full inventory when you completed the quest, and yes, I had a full inventory when I completed the quest.
