for each swamp metall bar i have to kill one dude in the swamps, because they are the only ones who drop the powder, put only one powder per npc. that is a lot of killing mid to end game, which (for my personal likings is a bit high).
maybe not a bug put a balance thing, i would guess (or intentionally?)

But yea, it's why I stopped playing the game for the time being as it crumbles upon itself in the Swamps overall.
The grind pushes you to under-level combat which reveals just how badly designed it is, especially when boarding ships (that's what you get when you copy a combat system from another game and slap it in places it was never designed for).
Will wait for some balancing patches in the future
