Yes lights will do that. Also anything that a player adds to the world in any game lowers performance. Difference with other games is they have more time to develop and so optimization is further along.
Pull back on the lights and decor for a while give them time to improve performance.
Force DX12 to run since you are still on Win 10. May help you. I dropped 2 chandeliers and 4 standing torches in my base and solid 60. Only 3 differences in our PCs is I have Win 11 with default to DX 12. I have 48GB RAM, I have the 11th Gen i7.

I assume you need to put "-dx12" in the game's launch properties on steam to force DX12
That or there is another command as that one did not work for me with Sniper Elite 4 but I used -force-d3d12 and I think that worked.
Game is so old I read that would help it. Could not use my other screen was horrible. ROFL. Forget the other issue was having.
The game should handle that for sure, but it really doesn't, so the more dynamic lights you add in Windrose the more the performance drops.
Hope the devs are not waiting for MegaLights to solve that problem for them.

DX11 is not supported so there is no fallback, the game runs in DX12 by default on its own.
