I've tried everything, watched all the videos about this issue, done everything and anything related to R5—I even completely deleted it and reinstalled the game and even though it's “clean,” nothing works and still got the same infinite loading screen

✅ This might sound strange and make no sense at all but after spending hours trying to fix the endless loading screen, I connected to a friend’s radmin (hamachi) and everything worked perfectly (cloud disabled)

Cloud is the issue here. If you look around others have same issue for many different reasons. One person was playing with someone else using mods they were not aware of. So not all of it is the game just easiest to blame the game sadly.
Glad you sorted it if you have other issues there are solutions all around. #1491867519395299508 has some software to recover characters too.

if the loading screen is while launching the game, it is likely the save issue:

it if is while trying to connect to some onse's serve it is a connectivity issue:
try ticking the Force Relay Connectio nbox while connecting to your friend. If it doesn't help, try this:
