After quitting the game, steam will still show the game as active. preventing me from launching again. I checked task manager and i cannot see the application listed there. after attempting to close the app with steam, steam will say 'stopping' and wont go back to normal until i manually attempt to stop the steam application and restart it. this issue has persisted and I do not know how to resolve it.

This is 100% Steam issue. I know this because Sniper Elite 4 was doing the very same thing to me yesterday. Took a few minutes but it shut down. My PC far exceeds anything that a game from 2017 should need.

Devs have admitted that this game is not doing well with Steam Cloud. So it is more of a 50/50 thing there. Top thread in this channel has tons of information from the devs. Sadly no one seems to read that. Good luck though.

Next step if it was me would be #1493348541177794601 so it gets added to the Devs list. If they have multiple reports of the same issue may make it a higher priority

Do you have any other overlay (RTSS, Overwolf, Discord, etc.), any 3rd party antivirus, anti-malware or a cleaning app, any companion apps to your hardware (typically iCUE and similar apps being known incompatible with Steam and games in general) ?

disabled discords overlay but still an issue. nothing else on that list. this is also the only game its doing this so i dont think my apps are incompatible with steam perse. I did find a similar post in bug report so i have also made my troubleshooting steps there

This appears to be an issue related to Unreal Engine titles running with Frame Generation turned on. In the in-game menu, go to Video, Frame Generation Type, and ensure it is turned off. Close the game and see if the process stops in the Steam menu. If it does, just be sure you are disabling Frame Generation before closing the game.

I'm also having this issue. I don't have frame gen on. The only way I've found to get around it is to exit Steam after exiting the game. I have reported it as a bug.

This is my current work around as well but its pretty frustrating. If the game wasnt having weird cloud save issues I would try reinstalling
