I'm unable to continue with the Needle in a Haystack mission because I cannot get the third Hands' Crew Key. I have killed both lieutenants multiple times and they do not drop any more and when I search the dead body in the camp full of wolves it states that there is nothing left to find there.

Pretty sure you get those from POI objectives, make sure you complete all the objectives at the poi, sometimes they are tables/objects/skeletons/etc. @night jay
