Missing building pieces

I bought all the building style pages from (i think it was) people of Tortuga but I do not seem to have something to fill this gap.
Are some parts still missing? Will they be added later?

or are we just supose to build them over eachother like this?

because I am having a hard time filling the gap under it now lol
