Not entirely sure what I was seeing there, but I just spent 10 minutes panicking over a ghost image from the game overlaying everything even after restarting my comp. And then it just disappeared.
I finally decided to screenshot it and it was no longer there. My husband is suggesting I might be losing my mind >.>

Certain displays have an after-image if you use Windows dark mode and the app was brightly lit.
Got it on my now secondary monitor (IPS panel) when viewing web pages in a browser.
So maybe that ?
