every map is randomly generated, did you find one of the smuggler stashes to trigger the quest? or did it bug out for you ?

I went back to the smugglers cache as after a double check I in fact did not loot the 2nd chest with the letter.
But I have just found it via the quest 🙏
Was the one tiny little fog of war by iteself with everything around it seen.. my kinda luck 😂
