Co-op PvE, we recently moved our local hosted server to a dedicated server. We both defeated the first boss Richards, and Dr Galen is now missing from our camp. We have checked the bonfire, he is still settled into our camp. We picked up the bonfire and put it back down, settled him in again, and he is still missing. We're not able to progress our quests without speaking to him.

Placed another bonfire down (my partner placed the first one, I placed the second one) and settled him in there and he reappeared.
Apparently something was blocking him from the first bonfire

The NPCs need the space around bonfire to be empty in order to spawn.
So if you build stuff around the bonfire or if you bury it under ground this may happen.
