Struggling to find people of tortuga base

I'm currently lvl 9 and just killed Israel hands and still haven't found the people of Tortuga base, i looked it up and said i should've found it by now with a quest called buccaneers but haven't see the quest either. help??

thanks for the report. They shouldn't be far from other factions (except Brethren). They also have Brethren water area around their island.

is it hidden behind a quest or lvl? cause i remmber finding the brethren of the coast and its logo was showing through uncharted waters.
