Dr glen not spawning at camp

While doing the quest "needle in a haystack", after defeating israel hands, the quest then says to talk to Dr glen and he does not spawn at camp. But i did find him after finishing "the bitter pill" quest and he spawned in the tavern in Tortuga and was able to complete that quest but still hasn't spawned after, resetting campfires, restarting the game or resetting the quest by track quest button and still nothing help?!!

Did you settle the NPC in by interacting with a bonfire in your camp ?

Go to bonfire and click on SETTLE under dr glen
