Cannot speak with Doctor Galen | Windrose | Page 1

I am on the mission Catastrophe's End. Player level 7. I have 84 healing herbs in my inventory. My next task is to talk to Doctor Galen who should give me the request for healing herbs. Problem is, I can't speak with him. He has the exclamation point over his head. I've tried moving him between camps, resettling him, I've wiped out basically the entire coastal jungle of POIs. Discovery is completed except for local threat and the crab shell.

All he will do is say "Captain," and "I remain at your service," without any dialogue boxes. I think I'm softlocked.

yep. i sure do. didn't think it would be anything that would break missions though

The thing is - the game checks your inventory (for quest) and probably thinks that you have max 40 herbs (iirc that is the stack max for herbs) and it wrecks it all.
Apparently there is no guarantee that if you will disable the mods it will fix this playthough
