I talked to all of the captured crewmen, but they don't appear to join my camp. I'm not sure if this is normal, but I can't get the 7 crew necessary to finish the Bigger Boat quest. Any ideas?

those 6-7 extra crewmates do not physiiccaly join ur camp like Dr
as long as ur quest progress its okay
just talk with those npc in cages

Yes they join you later - keep talking to each one of them - once you've talked to all 7 & go back to the boat, talk to the doctor, etc - you'll be golden

Thanks for the report! Your quest marker leads to a camp in the south part of the island - double check if you've talked to prisoners there.
They aren't supposed to show up at your camp.
