I'm trying to do a level 3 quest (Glorious something...) to kill 3 ships in 3 different locations. Every time I sail to a location, the level 3 target ship is there with another level 3, but there are also 3-5 other level 5 ships that are spawned in the exact location and they don't leave. Is this intended? I have to sail away somewhere and come back which takes a lot of time and then the ships are still there. You need to put in some controls so this doesn't happen.
