I have ccompleted the quest for the boar whistel and my inverroy was full so how to gweet it again or is ther an other mehod ????

It is a known issue, sorry that you have encounteed it.
Here isa quick fix:
The quest progress is stored on the character, so you will not able to do it again with your main character. But there is a work around.
Clear the Point of interest with the alter of all mobs, and clear the path to it from the nearest Fast Travel point (mobs respawn every two hours)
Create a new character, go to your main world, use the Fast travel point to get to the altar
Copmplete the quest, leave the whistle in one of your chests on your main base
rejoin the world with your main character - now you have the whislte
